The Center for Health Research and Innovation (CHRi) is proud to announce the publication of our latest Policy Brief: “From Donor Dependence to National Solidarity: Building a Shariah-Compliant National Health Insurance System for Sustainable Health Financing in Somalia.”
As donor funding for health services globally declines, Somalia faces a critical choice. Currently, nearly half of all health spending in the country comes directly from the pockets of households—often leading to financial catastrophe for the most vulnerable. This document serves as a roadmap to change that reality.

Developed from the deliberations of the National Forum, the brief outlines a 10-point plan for the Federal Government and stakeholders:
- Formal National Decision: Adopting a phased NHI within six months.
- Inter-Ministerial Task Force: Ensuring high-level political coordination.
- Clear Institutional Roles: Separating policy stewardship from financial regulation.
- Pooled Financing: Moving away from fragmented funding toward a transparent national pool.
- Shariah Compliance: Utilizing Takaful principles to ensure the system aligns with our social and religious values.
- Trust Building: Prioritizing transparency and public communication to win citizen confidence.
